Erm, what do you mean? Russians stopped living in tribes over a 1000 years ago, just like the Germans, French, English did at one time.
If you mean non-ethnic Russians, then yeah, there are still people that live in a sort of tribal society. For example the Chukchi, which live in Siberia. Their numbers are rapidly declining though, mainly because of alcoholism. Most young people prefer to live in big cities instead of maintaining their ancestors' way of life.
There are over a 100 different ethnicities in Russia, so some number of them is bound to be tribal.
