I want my daughter to be able to get cash from the U.S. bank in St. Petersburg and Irtutsk of Russia. She will be studying in Russia for about a year.

You can open a Citi bank account. I know they have them in St. Petersburg. Don鈥檛 think there are any US banks in Irkutsk, it鈥檚 a rather small city and the demand for a US bank would be limited there. She can use her debit card in any ATM鈥檚 in St. Petersburg or Irkutsk you will just have to make deposits into the bank account yourself. The banking system is well set up in Russia and I don鈥檛 think that there will be any problems for her getting the money out.
