Moscow is in Moskovskaya Oblast (袦芯褋泻芯胁褋泻邪褟 芯斜谢邪褋褌褜 in Cyrillic) Others there are no states in russia. Moscow is the capital of Russia. i agree with kathy I guess you mean Moscow region. I think since Moscow is the capital of Russia that it's in sort of a category of it's own like our capitol Washington which is not really considered a state but a part of the District of Columbia. there are no states in Russia but yu can say there are regions... its in central region.
