The only 2 reasons it became capital of USSR:

1) Lenin and Bolsheviks wanted to move capital from St.Petersbourg (they did not feel safe there)
2) Moscow used to be capital of Russian Empire before Peter the Great built St.Petrsbourg.

There were no cultural or physical and certainly no economical reasons for the move. St.Petersbourg at the time was much better in all the respects except for the 2 that I've listed above.
I lived in Russia for many years.
