Not sure about shuttles. The Amtrak trains go up and down the 80 corridor, over Donner Summit on a daily basis, but that would take you to Boreal or Sugar Bowl, not Heavenly. You may be able to find a bus trip, though. Check several places. Both Amtrak and Greyhound have busses, just for starters.

The best place to check would be Heavenly's website but I do not believe there is a direct shuttle.
The only airport shuttle service in South Lake Tahoe serves the Reno airport only.
