im half filippino and the only advice i can give to learn tagolog is to subscribe to a filippino channel and watch it for at least an hour a day... or of course make friends with filippinos... all are nice and happy to teach.
Others

start with an introductory course somewhere, or maybe there's a quick course on the internet. Next, befriend some Filipino friends. I absolutely know they'd be ecstatic to teach you tagalog.
Try to find out if there is a Phillipines Association and try to contact them.
