Pacifc Beach, Mission Beach, and Mission Bay are always good places to hit up on holiday weekends. IF it's sunny then there will be thousands of people in that area partying, bbqing, ect.. at the beach or along the bay.

not too sure about any official festivals or anything but I'm sure if you go to signonsandiego.com (the wesbite for the SD Union-Tribune) and look in their entertainment section they'll probably have some events around the county listed.
