That might be hard during the summer. During the winter it's easier b/c its the off season. BUT I did just happend to read this article in the paper today about tourism and it profiles these people staying in a cheap motel near the beach in Encinitas for about $70-80 a night. The motel is called the Motel Villa Mar.

Also I've noticed this piece of crap motel in Pacifc Beach that probably would be that cheap too just from the looks of it. It is located near the freeway in PB though about 3 miles from the water and it's called the Motel San Diego.

You can also try America's Best Value Inn in Pacific Beach, they were advertising rooms for $59 online. here is some info on that: http://travel.yahoo.com/p-hotel-351566-b...

You're gonna have a tough time finding something for that price this time of year but you might be able to get something. Just try to look for the small motels that don't advertise or have websites.

I don't think you will find anything close to that on the beach. We were there last summer and had the most wonderful time but to cut cost we stay at the Best Western on Hotel Circle Dr. It was with in walking to Benihanna's (not sure how to spell that but the food was awe-some) and easy access to just about everywhere we wanted to go, plus they had a decent continental breakfast.
Jan is right.Forget $70 on the beach or really close.Splurge a little,you only go around once.It's a great city!
Go up to Mission Beach or Pacific Beach
They are much cooler areas than San Diego and have a lot of motels that are in your price range often within easy walking distance of the ocean . Personally I prefer Pacific Beach But that's just me.

I know that this goes against the advice of travel writers but if you go to Mission or Pacific Beaches w/o a reservation and just cruise the area and talk to the locals my experience is that you can often find the right place for the right price.

It is important to remember to ask if the hotel is west of Interstate 5.
If it isn't, then the hotel is NOT close to the beach.
Pacific Beach has a fun hostel called Banana Bungalow - it is ON the Boardwalk.
Oceanside is NOT San Diego.
