Within the City itself, rents in the Mission District, Sunset, Bayview are not as high as places like the Marina, Castro, Nob Hill. It depends really on if you want to buy or rent. Buying is expensive no matter where you go in SF. Bay Area options are Daly City, South San Francisco, Millbrae, San Bruno, Oakland, Hayward, San Leandro, Richmond, Vallejo, Alameda, Emeryville, San Pablo - most are accessible by BART. If your job is in SF proper, adding a commute can often make it as expensive (if not more) to live outside the City as it is inside when you count the hours & money you spend either on public transportation or driving.

Anywhere near San Francisco will be relatively expensive, generally the farther away from The City you get, the cheaper it gets. I live in the East Contra Costa County about 1 hour 15 outside of San Francisco and it is most definately more reasonable here than it is in The City. However, since I don't know how much you are willing to spend on a house, I don't know how to directly answer your question. Hope this helps.
Nothing, really cheap unless you want to live in Oakland, CA by yourself. You could try renting a room from somebody for as low as $650. That stuff is advertised in the newspaper. Rooms for rent are popular in S. San Francisco. You could rent a room at a "Crack infested area of Powell and Market" for about $120 a week or try the Golden Eagle For about $80 a week by the Little Italy section of downtown.
Pacifica, Daly City, Broadmoor, Brisbane, South San Francisco are cities south of San Francisco working class. Working class residential neighborhoods on the southern and western San Francisco perimeter are generally cheaper -- if you consider $750,000 and up cheaper.
