i always thought that came from Europe area (London?) perhaps.........
but anyway i always heard it being used as "slang" of some sort regarding "dropping your pants" or "dropping trou"

If you are asking this as a SF question, I'll bet it's that thing where Trolley Buses "lose" their overhead connection and they swing wildly, sparking in the air.
