Wow, you don't ask much! When I got assigned to the Presidio in 1994, the Chamber of Commerce had just published info to the effect that there were 3100 restaurants of all types within the city limits. You read that right: 3-1-0-0. My advice: go and sample, stay away from the chains for at least four months, and grab the Bay Area Guardian and whatever magazine on the city that gets published out there (I completely forget what it's called). Go wallow and enjoy.

What do you consider "downtown?" Some refer to Union Square, some refer to the financial district.

Around Union Square, I particularly enjoy Kuleto's for Italian.

My favorite Chinese restaurant is in Noe Valley (Eric's) so that won't help you.
I really like The Stinking Rose. All garlic. You can smell it from blocks away.
Assuming you are coming to visit SF, I'd recommend hopping over to North Beach. This is SF's version of Little Italy, and the awesome Italian food is overflowing.

Also, North Beach butts up against Chinatown in a gastrointestinal lambada of delight.
My favorite Italian place is Boca de Beppo. My favorite Chinese Place is Eliza's on California street, but it's not downtown.
Fior de Italia in North Beach is great. The Hunan is great Hunan style chinese...great if you like spicy.
For Italian, definitely go to North Beach. There are lots of good Italian places there. One that stands out is Ristorante Ideale. It's Zagat rated and has good authentic Roman food.

For Chinese, try going down to the Richmond/Sunset districts. They have better restaurants than in Chinatown (less touristy). However, if you have to go to Chinatown, try R&G Lounge. The owner opened the place after spending a decade as a dim sum chef in Hong Kong. Besides the food, the restaurant looks nice too. If you want the ultimate Chinatown tourist experience, go to Empress of China. If you want to go to the Chinese restaurant that celebrities and bigwigs go too, try Tommy Toy's. I hear even Barry Bonds goes there.
