There are many Mossies in Cal. California does have a mosquito abatement group that is sponsored by the state so most of the cities are not bothered to much. Mossies need standing water in order to reproduce and hatch their young. They also do not do well in colder weather and higher altitudes. There have been very few cases of West Nile in Cal. Check this site to be really confused by scientific jargon. but it will answer your questions

mosquitoes are everywhere. some may have the viruses, but you can't let this keep you from going somewhere.
Of course there are mosquitoes in California. California has some good ones, actually they are giant mosquito looking insects that actually feed on mosquitoes. In any case, what made you think there wasn't any?
