I've seen lots of travel agencies throughout the world that cater to people going on the Hajj. Have I seen any in America? No. But I would assume that if you find a travel agency in an ethnic region of a large city, they would know some of the airlines and hotels that work to reduce the cost of the trip. Look for airlines from Muslim dominated countries: Saudi Air, United Emirates, etc. also
