Yes and yes. I live just outside the city limits and it is a liberal city. It's a pretty good place to live.
In case you are wondering, Bellingham is located about 25 miles south of the Canadian border on Puget Sound. Seattle is about 80 miles to the south. The population is about 70,000 and Western Washington University is located here.
The unofficial motto is "City of Subdued Enthusiasm" or something like that.

Yea pretty safe. It isn't a large city at all, not much more than a college town in some regards, especially considering employment opportunities. But it is a liberal college town if that is waht you are looking for.
