Travel Tips
Okay Capitol hill is cool for finding alternative shops and people, freemont is where you'd probably find more upscale college people drinking coffee although I hear there is a nifty shop here and there... Ballard has a decent strip of stores in its main part but nothing to special. As far as I know lake union and lake washington is good for those with boats... Elliot bay... nothing that I have seen except the post office and animal shelter. First hill mostly has hospitals and churches I think there is a bar or two... Pioneer Square offers a variety of bars and a tattoo parlor if your in the mood. Pike place market is awesome and a must see considering you can be there 2 hours and still not see all the stores and merchants. The Waterfront has a variety of diffrent things ranging from ferries and seafood to a aqaurium and shopping. Belltown has alot of nifty cafes and fancier bars than what you might find in pioneer square, Queen Anne has a couple upscale cafe's and bars.... infact everything on Queen Anne is upscale, I have never been to the next 3 on your list.... chances are there wasn't a whole lot there to see, Madrona had a good view and is a good picture taking oppurtunity if your into that nature stuff, U district has some neat shops such as vintage/second hand stores, bookstores... Wallingford and Greenlake also have that small unique store shopping oppurtunity.

As far as a good place to live it depends on your standards and what you want to get out of your living experience.... safest place being Queen Anne... Source(s): Lived in Seattle at the top of Queen Anne for a year, Wandered day and night to all parts of Seattle just to see what was there if anything.
Other Travel Tips
Best for what??? Living, touring, working? What are you looknig for?

Capitol Hill is fun food bars and is typically the top "gay' neighborhood.

Ballard has the Locks and Discovery Bay Indian Center.

Freemont has a Sunday Market which is fun also great antique shops.

Queen Anne has the Space Needle and shops and food and bars...

too vague a question.
i've only been there once about 2 years ago, but i enjoyed
Pike Place Market and Queen Anne. Have Fun!!
I'm going to second Elodie's response.

At the top of me though, either the U District or Queen Anne.
