Go here it has the average by month 5 inch is the highest average and is for the month of January. Id say end of January first of February has the most in recent years

Seattle rarely gets "lots of snow". Rain is much more common. December-February are the worst winter months.
Christmas/New Years is when we usually get our one day of snow in Seattle. So, yes, December or January is correct :-)

The city of Seattle itself rarely gets actual snow. There are definitely no months that it has lots of snow.
It will get some snow at the in both January and December. This last winter was crazy, and it actually had snow stick in December. But that was crazy. I think it must be global warming. It was around the time of the week-long power outages and people going crazy.
Lived in Seattle area my entire life. There have only been 2 or 3 years with enough snow to build a snowman
