What are the cool areas in downtown Seattle to live in where I wont need to drive?

Belltown, Capital Hill, First Hill, and Queen Anne/lower Queen Anne or even Pioneer Square and the International District are all areas where you can live and not need to drive (or even ride buses around, for the most part) where most everything can be reached by walking, depending on your walking range. The University District, Fremont, Ballard, and West Seattle can all be really liveable without a car, but use of the bus or bike (or long [and I mean miles] walks) would be more necessary. There are definitely other "liveable" areas outside of these, but these are nice places to get around without a car.

Belltown
It isn't downtown Seattle, although Queen Anne is nice, and you don't need a car. Also, WestLake is close to the city and affordable, and has a park.
