What would be the best way to travel from Vancouver BC to Seattle WA and/or Portland OR?

amtrak is your best bet, some trains even leave from
Vancover or you take a Amtrak bus to Seattle then train
to Portland

your hwy 99 turns into our I5 right when you cross the border. that'll take your right to seattle then on to portland.

just make sure you avoid rush hour!
i live in portland and just got back from a vacation in vancouver, BC!
Via public transportation, Greyhound from either. Amtrak from Portland is very scenic, and it MAY connect Vancouver to Seattle.
Not cheap, but Kenmore Air flies from Vancouver to Seattle and back by float plane - it's a spectacular trip, and you avoid the airports in both destinations because the planes land on the water.

I like Amtrack to Portland.
You could take a ferry from Vancouver to Victoria. Then, ride the Clipper ferry from Victoria to Seattle.
