Katrina was a category 5 hurricane that hit Gulf of Mexico Louisiana coast. It made landfall as a Cat 4 and slammed into New Orleans. Their dams were in need of serious repair and they burst.
I live in a hurricane state and they are handled by the local governor. The mayor of New Orleans and Gov of Louisiana mishandled the whole mess making it twice as bad. When our governor tells us to leave we leave. The people of New Orleans didn't know to leave and had no way out. It was an advertisement for disaster planning.
