What to see and do in Singapore in 4-10 days in a shoestring budget?

stay at backpacker motel or bed (as low as $20 per nite)
rent a room or apt for 1 week. cheaper this way.

1. visit sentosa. bring your own food and drink. enjoy the view and facilities onf sentosa but skip the expensive food.
2. visit the zoo, bird park, garden, etc. tips: bring own food.
3. visit the local food stall and get to enjoy local food at local price tag.
4. visit the nite spot. buy a drink or 2 (not to get drunk. just enjoy the view and music)
5. visit the beaches, city area and window shopping.

and many more. how many of u going sg?
Don't even think about going to Singapore on a shoe-string budget.
The only thing cheap in Singapore is the rain.
Singapore felt very cheap to me. Meals costed around $3 singaporian dollars from the food stalls so that was great. We saved money by using the trains as when we caught a cab he took the extra extra long way back to our place to cheat us out of an extra ten bucks. The bird park and zoo are good, didn't particularly enjoy sentosa but if you have small children then you may enjoy it. I personally enjoyed walking the streets looking at shops, market stalls and places like the harbour which was a little pricy but beautiful at night.
You may want to consider having the trip earlier. The GST is going to be upped to 7% on 1st of July.
1. zoo,
2. night safari,
3. reverse bungee jumping at clarke quay,
try to experience G max (SG$40 = 1,200 pesos per head),
4. escape themepark (S$15) or Wild wild wet Water Park (worth it because of lot's of sexy women in sexy bikinis).
5. then after swimming, try biking at pasir ris park, just ouutside escape theme park = rent for bike sg$5 per hour.

6. Visit Vivo (largest mall there) or Suntech mall,

7. ride cable car to sentosa,

8. or simply try to ride mrt east to west line (green line), from boonlay to pasir ris, good sight seeing for sg$1.85 (60 pesos only) = you can then alight at pasir ris MRT station, take a bus (bus no. 354) and it will bring you to "Escape theme park", "wild wild wet" and "pasir ris park" ( 3 birds in one stone).

9. Oh don't forget to go to orchard rd, stroll there at night around 7:00 pm to 11:30 pm so you can still ride the mrt if you decided to call it a night.

10. At orchard rd, visit Lucky Plaza (Little Philippines), eat at kabayan restaurant 4th floor, filipino food (S$ 5 dollars = 150 pesos an average meal) " eat there only if you don't like the local singaporean cuisine".

11. Try Snow City, nice snow experience there, coz we don't have it in the Philippines.

Total: my estimate including food, More or less $200 or 6,000 pesos per head if you don't shop of course.

By the way, don't even think of eating or drinking inside MRT, Bus or even Taxi, it will coz u trouble, fine is hefty Sg$500.
Just follow rules.
