They are doing police work by identifying the legitimacy and safety of the people passing through "customs" checkpoint stations. In other words, not just anybody has the authority to check your identity while passing through customs. The "police" are maintaining security at airport customs locations qualifying the integrity of the inflow of people coming in and out of the counrty including filtering out criminals and other crime that wants to infiltrate the airport or pass customs. Customs has always been run by police type officials. They might get called something else, but they're basically, "police" of some kind, for the state or for the airport or both.
