Infernal Affairs is a Hong Kong movie that The Departed was based on. But having seen both I can tell you Infernal Affairs is much better then The Departed.

They are the one who investigates policemen's when something happens like when a lady reported that a policemen is not polite the internal affairs will take action and will interogate the policemen that is being reported.

Internal affairs is part of the police department. It is the office in the police department that responds to complaints about police and reviews internal management issues. IA receives and investigates complaints about officers, other department personnel, and police practices.

EXAMPLE:
-A lady call 911 she reported a domestic disturbance
-then 911 answered
-then the 911 department told the lady that policemen's are coming.
-then the lady wait
-then when it is about 7 minutes or 10 minutes the policemen failed to respond to your call
-that's the time when you will complain your compliant to the INTERNAL AFFAIRS then you will state the police department ex:XXPD or the name or the name of the police officer.
