this law was made for ONE man, he was called "Bucket Joe". he would walk the streets of south St.Louis, and had this bucket he would carry. you could put ANYTHING in that bucket and he would DRINK it. it was the only way the police could do something to get him off the street. if you would drive down the street and yell "Bucket Joe" he would start screaming and hitting himself in the head, the man was not right in the head. Public drinking is illegal in most places. No wonder your avatar looks so sad if drinking out of a bucket is what you have in mind!
