I would contact the embassy of the country that you are thinking about moving to for more information. Or even to start with look at the countries respective immigration department website. For Australia I believe the process from outside the country to get permanent residency takes around a year and there is a 100 point check with various things having various points. I also know a number of Chinese students spend a couple of years here doing their masters to aid them in applying for permanent residency.
