Interesting question.
My take on the issue- (I got married in spite of all the below issues)

rising costs of living. particularily child related costs as more and more 'necessities' related to raising children are introduced by unscruplous businessmen controlling news and television.

already extremely overcrowded spaces, particularily traffic.

threat of annihilation is pushed upon people daily through incompetent politicians, conflicts over national identity, disease presented daily in the news. leading to depression and turning away from co-operative social relations.

A priority of over-investment of time on making money and education,
social skills and intermingling with opposite sex are seen as unimportant and are not taught by parents (who often were denied these valuable skills by Maoism and Stalinism destroying Asia's social fabric 20 years ago- thus they DONT know how).

Traditional Patriarchial ethos of male priority and power structure conflicting with the modern media's feminism and equality.

Traditional dictatorial command structures conflicting with modern, more open structures of accomplishing things.

A habit by dictatorial types of people to exploit and abuse open structures and processes to increase their money at the cost of social cohesion.

Few tangible benefits of marriage marketed to youth, only high percieved costs and loss of 'freedoms' pushed by modern media, in continued effort to increase the sex industry's money, divorce industry's money, and the drug industry's money at the cost of social cohesion.

We are all tools of the mafia that run things. 'nuff said. They dont want you happy because THEY THINK happy people spend less money.
I think it is because there are too many divorces therefore they prefer to stay together without going through the formalities.

I.ve been married and divorced. Currently I live with my GF and we both decided not to get married since we have a great relationship, now in our 10th year. If I were to leave Taiwan, then I'd take her with me as a "Common law wife"
Matt summed it up well.

It seems to me that not getting married is a common side effect of any fast-growing, industrialized society. People choose to get higher education degrees, and decide to put off marriage.
In my opinion, this is especially common with the women of Taiwan. They are expected (by their parents) to go to university, get a BA, or commonly a MA degree. Once they get into the workplace, they feel valued, and don't want to be reduced to a typical "housewife."
Or
They simply wait too long to get married. They go through all their education, and work experience, and suddenly they are 35 and they decide they want to get married. Taiwanese culture has a lot of age discrimination, and women in that position find it difficult (nearly impossible) to find a man to marry them.

As a side note, Taiwan has the highest divorce rate of all Asian countries. Close to 50% and rising.

Let them not to watch Japanese TV and isolate from information of Japan.
This is the solution for it.
In addition to the other answers, Women now don't wish to be second rate people. Traditionally, when a woman gets married, she stops being a member of the family to which she was born, but becomes part of the husband's family.
