I had to go to Fu Lung on the Pacific side to find a decent beach. It's not as nice as Hua Lien but it's a shorter trip by train from Taipei.

Others
no such surfing points near Taipei. because Taiwan military doesn't allow citizen to enter the west coast of Taiwan. They are on the outlook for China invasion.
You go to south or east beach, not nearby Taipei.
