Get a police report and go to your embassy and asked for a Document of Identity. The document will act as your travel document to get you out of the country.

I think you have to file a Police report first on how you lost your Passport. Then you take that to the Embassy, you did not mention your Nationality , some countries take a longer time than others to give you a replacement passport. Good Luck.
If in the US, report it to the state department and the local police. If oyu are in a foreign country, also report it to the police and also your home country embassy. An emergency passport can be issued in one day and a regular passport can be re-issued in two weeks if your travel is not imminent. The main thing is to make police reports and get copies of it and to report it to the state department or embassy ASAP.
