There are so many best places... Chang Mai,Hua-Hin and the southern islands with their beautyful beaches!Good food is available in any price range either Thai/International. The people are very friendly/smiling and try to help even with little knowledge of english. Visit this amazing country and make your own opinion!
What is the best places to see? Start in Bangkok, then work your way out to the beaches of Pattaya or Hua Hin, if you have more time go to the north to enjoy the wonderful natures of Chiang Mai, even more time go down to the islands of the south like Phuket. There are many more places in between you can still visit.

Where are the best restaurants to eat? Depending on where you are coming from and what food you like, there's plenty of modern food chains here if you like the convenience. And cultural food is all over the place, from cheap street vendors to expensive hotel dining. Downtown has it all. Take your pick.

How are the people?/ What are they like? I think this depends on the time you meet them. Rush hour! Everyone is moody and probably complaining about the heat and traffic. But in general, most Thais are nice. You might get frustrated a bit when you speak English, most Thais understand, but are shy to speak. Also like in any country, there are thieves who prey on tourist, be careful of them!!!

Hope this gives you an idea!
Thailand is like a place in between India and China. The culture is then a mix one in between the two, including foods and people.
Best places to see are mountain north, Chiang Mai, Chiang Rai, Mae Hong Suon: Islands east and south, Samed, Kurd, Samui, Phuket, PP, etc... Beaches, Cha-um, Hua Hin, Krabi, Pang-nga: deep rain forest national reserved park Khao Yai: Bangkok Wat, national musuem, floating market.... Shopping everywhere in Bangkok..
People are nice to foreigners as long as you don't bother them too much. Thais are known for their hospitalities.
