Without reading the others':
April-May - the worst
March and June - marginal
December-January - the best (except also high season) (& least humid)
November and February = 2nd best
All other times (July - October) - okay - especially if you like an occasional, heavy downpour.

Others
Winter is least humid. High season is winter time also. Chiang Mai is slightly cooler than Bangkok but it is not that bad.
First week of December is alsways a great time to visit Bangkok. The weather is mild, not too humid. Also it's the King's birthday so there's a festive mood among the people (who love their king so much).

Its also the perfect time to go to the beaches but expect a lot of travellers escaping winter to flock Phuket or Krabi, too.

Affordability doesn't depend on the season too much. but accomodations are generally a bit cheaper during the hot and rainy months of May to September.
If you want both affordable and not too humid, then a compromise would be around June or July - - not quite rainy season, not hot season either.. and off season prices for hotels etc.. I had a firend here in August last yr and every day was gorgeous - maybe a quick sprinkle but not more - I am closer to Northern Thai - more Central
I agree with Spanky. You can't really have both "most affordable" AND least humid month.
Most affordable will be the rainy season but least humid tends to be the high season for travellers.

Talk to your travel agent about "low season". There are several times a year when it gets very cheap and there are good deals on as hotels and airlines try to get "bums on seats". It doesn't really what time of the year you come as Thailand is good to visit all year round and is usually hot anyway unless you go up north during winter when it is cooler (cool enough to put on a light jumper/sweater at times)

The best time to go is Nov to Feb however it is also the most expensive time for hotel rooms. This is Thailand winter season, not much rain and not that hot. The worst time is about Jun to Oct which is the rainy season it is hot humid and rainy. Hotel rates are low but you do get stormy weather with high waves. I hope this answers your question.
