Best mobile phone connection with roaming service in India?

I am an NRI from UAE, used to travel frequently to India and other GCC countries. I wish to apply for a post-paid mobile connection from Kerala, India.

Can anybody advise me a best mobile phone provider with roaming service throughout India as well as the Gulf countries. So I can benefit from the 鈥渄ouble鈥?roaming charges for all incoming calls originated from India.

Roaming rates for BSNL are apparently the best. However Tata indicom had come up with a free incoming add on pack for Rs 150 in which case all (i think presently it is 750 min) incoming is free. not too sure about roaming abroad.
