The last response is not true. If you are not a US Citizen you would NOT have a passaport. Only US Citizens would have a US passaport. Any legal ID that can establish residency would suffice. But it must have a picture. If you are a Mexican, but with US citizenship it will be much harder than if you look Amercian (e.g blond hair, blue eyes, flawless English). A birth certificate is also a very common document people present. Besides, no one should ever carry just one form of indentification. I would be more worried getting handcufs slapped on me by American authorities while driving around, also this applies in Mexico too. Worst case scenario, visit the Amercian Consulate.

The Tourist Assistance Office of the Baja California State Tourism Department is responsible for providing assistance to all visitors to the State of Baja California. Call our 24 hour Tourist Assistance Hot Line by dialing 078 from any public or private phone in the state.

Immigration
If you are visiting Mexico for less than 72 hours and traveling only north of Ensenada, you do not need to file any paperwork with immigration. Just bring your proof of citizenship (passport, birth certificate, or even driver's license) if you are American, or your passport and visa if you are a citizen of another country, for re-entry to the US.

If you are staying for longer than 72 hours, and/or traveling to Ensenada or anywhere farther south, you need a tourist card. You can get this visa at either the Mexican consulate closest to your home town or at the Immigration office near the border entrance. Make sure you have one of the following proofs of citizenship in order to obtain your tourist card:

Passport
Birth Certificate, accompanied by a photo I.D. or
Voter鈥檚 Card, accompanied by a photo I.D.
It is necessary to have the migratory form with you while you remain in Mexico, and turn it in when you leave the country. Minors must come accompanied by their parents, or have a notarized letter from the absent parent, authorizing their leaving the country. Source(s): http://www.rosarito.org/tourist/travelti...
