If you are a citizen of france, can you travel to mexico and back to the U.S. with a visa?

I have a cousin who is visiting California from France. He has a passport from France and a visa allowing him to be in the United States. Can he enter the U.S. from Mexico with a French passport?

Yes he can, he does not need a visa to go to Mexico. My friend from France just went a month ago.
