Tijuna Border Crossing: Have the traffic delays on Ave Padre Kino been reduced?

Travel Info
If you regularly cross from Tijuana into the U.S. via Ave Padre Kino you know that in the past few years, there is a lot of undue traffic based on the regulation of the stop sign just prior to going up the ramp. It had become insane (still better than the "regular" way but...). Can anyone shed some light onto what the cops are doing and if this is ever going to be resolved. It used to be a very good way to cross without going insane! :-)

Travel Tips
I feel your pain. All avenues for crossing at San Ysidro are nightmarish. Cops blocking all entrances, sending us off to Otay where the wait is an hour when you get there. I don't see an answer to the problem in my lifetime. Powers that be appear to be unaware of the amount of cars and crossers as they have "high level" discussions in DC. Can you imagine the imagine how much fuel is being wasted at the border crossings as we idle for two hours? Wake up governor Arnold.
