Has anyone noticed a difference in Tijuana this year?

Since the police have been disarmed and the military took over, is life different in Tijuana for the traveler? whats it like now? are all the same clubs open? no more drugs and open prostitution?

Cops are disarmed but there are other forces taking care of the city, the Mexican army actually, it seems to be in calm regarding kidnappings and big street murders, but prostitution and bars are running normally.... life is normal, every thing else is the same... 鈽?
