Scarborough is about 1/3 of Toronto in size and population. Jane-Finch is one neighbourhood. Per capita, the large majority of crimes are comitted in Toronto's downtown core. The Toronto Police publish a statistical report for each year, with crime rates broken down by category and police division. The most recent report available online is from 2005. In all 4 categories -- violent crime, property crime, other crime, and criminal code traffic offences -- 52 division, in downtown Toronto, has the most crime by far. Toronto police divisions encompass large and diverse sections of the city, so the statistics available are probably not going to give you an accurate picture of the areas you are inquiring about. Scarborough is composed of 3 divisions (41, 42, 43), while Jane and Finch is just a small area within a large area, which I believe is covered by 31 division. There are also maps available from Toronto police of the locations where shootings and homicides are committed across the city. These maps do not represent the true "crime rate", because they are not statistically calculated as "per capita", but may be the answer you are looking for.
