If you and the baby are U.S. citizens, you can still travel to and from Canada by car with a birth certificate (and a picture ID for you). They have recently changed the requirements for traveling to Canada by air and boat, so you should be OK with a birth certificate. But all that changes at the end of the year. Starting January 1, 2008, everyone (regardless of age) MUST have a passport to travel outside the United States -- you may be able to get out of the country, but you'll have one heck of a time trying to get back in.
