Toronto is so close to the border of the United States that it very much resembles any major city in the U.S

Yes and no. If you are staying at the Royal York the street will be deserted or dangerous. Stay in your hotel. If you are looking for nightlife this is actually the worst hotel to stay at lol.
Yes, I lived in Toronto for years and I have never seen a time where there weren't people on the streets walking around going about their business. You might not see someone in the back streets but if you wait a few minutes or walk a few step you will encounter people.
Yes there are always people about however, if your talking at abouts 4am - 7am then those would be hooker and pimps and drunks from the clubbing district that cant locate theyre car. The club district is amazing, one of the best in the world as it has everything in the world to offer, dance/euro clubs, hip hop clubs, house/garage clubs, reggae etc. An amzing place to come to and everyone is different you wont see any racism here, so it the greatest place on that end.
Downtown Toronto is alive with life in the evenings, and our streets are safe. I shop in the evenings at downtown Toronto and ride the subway home, so don't bother what others are saying about downtown Toronto. We do have much competition against Toronto's tourism, hence the jealous folks out there. ;)

Visit the stores along the green line in the PATH http://www.toronto.ca/path/pdf/path_broc... The Fairmount Royal York Hotel is found on H15. Using the underground you can walk to visit the Eaton Centre, the City Hall, and all the downtown areas.

Take the subway and get off at Bloor/Yonge and head to Yorkville by changing route to the Bay subway station. Here's your downtown TTC Ride Guide: http://www.toronto.ca/ttc/pdf/downtown.p... Take the #6 shuttle to Queen's Quay as well. Stop at the Toronto Ferry Terminal to catch the ferry to the Toronto Islands. You can easily walk to catch a game at the Rogers Centre, from your hotel, visit the CN Tower, the St. Lawrence Market, the Distillery, Queen's Park, etc.

Enjoy your stay!
There are always people walking around downtown Toronto especially on weekends it's packed. Toronto life is beautiful especially in the summer!!
Toronto, unlike many US cities, is populated throughout the day by residents and visitors. In other words, people do not come from the suburbs just to work, and then vacate the urban centre afterwards. However, even the downtown core is shockingly empty between the hours of 3 to 6 AM - Toronto is not one of those cities that never sleeps - it does.
