Vaughan Mills is your best bet, it contains dozens of outlet shops & stores. It's accessible by taking a YRT bus from Downsview Subway Station.

You can try the Dixie Mall in Mississauga just south of the QEW
off Dixie rd.
Its all outlet shopping and should be accessible with public transit.
You will have to switch to Mississauga transit also check GO schedule & routes.

Basically the two outlet malls are Dixie Outlet, and Vaughn Mills which is nicer.
