To go through passport control, get your bags, and go through customs will depend on how many people are there when you are and when your luggage comes off the plane. It usually takes 30minutes to 1hour.

One other user pointed out that if people offer to help you with your luggage, you should tip them. This is true. But you do NOT want to give them any currency other than Tunisian because
1. They have no use for it (Tunisians can only convert money when they travel and they have to get an approval from the bank and a note has to be made in their passport).
2. It is insulting to them

The normal amount to tip them is 1-2TDN (1-2 Tunisian Dinars).

Which city do you mean ?
There is more than 1 airport in Tunisia
I did not take us that long when we went to Tunisia. A word of warning do watch the blokes outside who like to take your cases to your bus.
They will ask you for money after helping them, so make sure you have some coins to hand the like uk money.
When you say pass through do you mean you are getting a connecting flight to somewhere else or you are going to Tunis?

I'll take it that you are going to Tunis. Well i got a plane twice last year to Tunis airport and from landing to collecting luggage and out the other side it took maybe 30 minutes from begining to end if that.

If you are getting a connecting flight it would depend on when your connecting flight was departing.
every time i`ve been there it has taken 2-3 hours.the staff r slow and depends on how many flights arrive at the same time. takes 4ever 2 get through customs.
