Who is a good tailor in Istanbul?

There is a great gold-colored dress I bought from NetWork back in January, but at my company's annual party, my heel got caught in the hem and there's a huge tear in it? I'd like to transform the bottom into a bubble skirt, or at least have it shortened to a tea-length dress? Ladies, who would you recommend? There are plenty near my home, but I don't know who to trust.

Most of the neighborhood tailors are very good since they work at this proficiency since almost their childhood.
There are very fancy tailors like the Missy joked about but believe me, you will pay almost the same money for altering as the price of your dress.. Ask your neighbors; all the Turkish ''anne'' type housewives (I think you got the pic) knows at least one.
