Why hasn't the Government of UAE, particularly Dubai, paid attention to the immigrants' housing ?

Such as providing better accomodation by forcing companies to do so, or inspecting the condition of flats in the city for this purpose, and so on. Why ??? Please anyone who knows answer me, please !!!

This is a good question. But as long as there are greedy people who are renting out the flats then there is no motivation to do anything is there?
