I would definetly recommend Best Western "Pedro Figari". It is in the neighbourhood of Carrasco and this nice, small hotel is just in front of the ocean. You can walk on the malecon every day and have a nice view. I stayed there two years ago during one week, and the breakfast buffet is great!
