I've lived here my whole life so am biased.
This year has been really bad for rain and snow - much more of both than normal. Typically we do get a lot of rain but that is why it is so very green here and the air is clean. Some people from warmer & sunnier climates do have a hard time adjusting to the weather since we don't have a much sunlight during the winter. However, when the weather gets nice in the spring and summer, we have much longer days and you can play sports, go for walks etc in the daylight until about 9:30pm. As a frequent visitor to Southern California - I think that the feeling of 'dampness' from the rain is probably the biggest thing (darn weather) and that's why we like to head south for sun and warmth.

Vancouver Washington or Vancouver BC? Very rainy in both places. My advice is stay in California.
