Moving to Vancouver, need help with Internet, cable TV, Cell, and etc.?

Travel Info
I am moving to Vancouver soon. And I have a few necessities that I haven't taken care of yet. I work as a Network Architect, so need high speed internet, and other things. Anyways, 3 questions, and if you can, please give me the best details you can.

1. High Speed Internet, I am after a service that is aimed at more of a power user, something with extremely high speeds and possibly a static IP. I currently have a 12 meg cable modem. Who provides the fastest speeds and what are the actual speeds, also, who has the best reliabilty? Does anyone offer Fiber to the home, here we can get 30 meg. Price cut-off at $200/month.

2. Cable TV or Satelite, doesn't matter. I want something that is HD compatable and offers a DVR system, looking for the most channels, best quality and definitely Video-on-Demand. Price doesn't matter.

3. Cell, I use a Blackberry Pearl form T-mobile, phone is unlocked, who has the best service and plans that offers unlimited blackberry service an texting?
