Haha, no. Use has been "decriminalized", but it is not legal.
It's still illegal, but most cops will just tell you to finish up or move along if they see you smoking in the street. There's also some head shops you can go in to smoke freely. Obviously, if you're caught with a pound on you, it's a very different story.
