Depends on what classification of immigration you have applied for your permanent residency on. Generally speaking, you cannot live IN Canada while waiting for Permanent Residency. The only exception to this (other than special circumstances) is if you are married to a Canadian Citizen or Permanent Resident. In this case, you can live in Canada on a Visitor Visa while your permanent residency application is processed, and you can apply for a work permit.

Are you talking about Vancouver, Wa or Vancouver, BC? If you're talking about the US, the answer is yes.

as far as living in Vancouver or anywhere in this country - mobility rights are constitutionally guaranteed - so, as long as you're 'legal' you'll be fine..
Toronto has a lot of bedbugs in all hotehs that I stayed and I hope you don't take them from Toronto to Vancouver, as I heard Vancouver does not have SARS, only Toronto killed many people by SARS even doctors and nurses were killed so I hope before you find job look for Bedbugs in your suitcases.
