You need to at least have applied for a passport. The original law change called for all US citizens to have a passport to travel out of the country even to non-state US territories. Because of this, the passport offices have been so swamped most people have had to wait over 3 monhts to receive their passport after applying. However, it was recently announced, that because of this delay, US citizens could fly with proof they had applied for the passport without actually having the passport in hand. You DO NOT need a passport to travel from the United States to the US Virgin Islands. St Thomas is one of the US Virgin Islands so you do not need a passport. There is much confusion over this because an announcment last year made a general reference regarding travel to and from "the Caribbean". Aruba is Danish so US citizens would need a passport.
