Not if the Virgin Islands you refer to are USVI. Most cruises also go to the BVI in which case you need passport. If its not US, you need a passport.

No. Most cruiselines will allow you to travel with your birth certificate. Though... you should probably take a copy of it, rather than the original.

It is a lot easier if you have a passport. But not necessary.

Well, that's going to depend on what the point of origin for the trip is and whether you're going to the British or US Virgin Islands.
As of Jan. 2006, you will need a passport to go out of the United States. Even if its on a cruise.
