Question has been asked several times within the last two days because of the new regulation changes for air travel. As stated:

"Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable."

However:

"The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory. U.S. citizens returning directly from a U.S. territory are not considered to have left the United States and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island, and the Commonwealth of the Northern Mariana Islands."

So no passport/ visa for Puerto Rico, Virgin Islands. But yes for Dominican Republic and areas not listed above in the excerpt. Source(s): I live in PR, travel frequent.

You need a passport to go anywhere outside of the US and their territories. So you would not need one for Puerto Rico or the US Virgin Islands. But you will need one for the Dominican Republic as well as the British Virgin Islands.
You need one to fly outside of the US,so not to Puerto Rico,as it is US territory,but to anywhere else !!
Purto Rico - No
US Virgin islands - Porbably not, but they require id for foreigners when moving between PR and the virgin islands, so maybe that changed, but I don't think so.

Dom Rep - yes, absolutely now
you may not need one for puerto rico, but its now required for the bahamas, d.r., canada, mexico...anywhere else.
