I know someone who goes to college there at Old Dominion. Parts of it are old, and parts of it are new, but basically it is your average town/city. The neighborhoods near the campus are kind of risky...I heard gunshots the night I stayed there. There is kind of a lot of traffic as well. You just have to be careful about where you are, other than that the area seems okay. The water is nearby, which is pretty cool too.
I was raised there, but I left for college at VCU last August. It is not the most exciting city in Virginia that's for sure. It is kind of small compared to many other places. Most of the building are old. Hopefully you have a car, because the public transportation system sucks. I think you will enjoy McArthur Mall and it's fairly new. You may also like the Town Point Park that's the Waterside. The best time to visit would be during Harbor Fest or Afr'fam fest. As far as crime goes there does seem to be a lot of that. You will hear gun shots a lot. Not much else to say hopefully you like it.
